Over 70 people are dead and dozens more injured after a truck plowed into a crowd during Bastille Day celebrations in Nice, France. The driver of the truck, which was reportedly carrying weapons and explosives, was killed by police. Former CIA agent Jack Rice joins RT America's “News with Ed” and says it is “almost impossible” to stop these kinds of low-tech terrorist attacks, which mark a “new paradigm shift” in the way terror attacks are carried out.
